A missing export declaration does not automatically make a Korean customs-duty refund impossible. The Anyang Customs return guide describes a retrospective evidence route for a qualifying returned personal import in the KRW 2 million or less export-value category. Customs must be able to verify that the same imported goods went back to the original seller. A merchant’s order refund and a customs refund are separate decisions.
Which document route applies?
The ordinary submission set is a refund application, import declaration certificate and export declaration certificate. The guide’s separate evidence table says that, for an item with an export declaration value of KRW 2 million or less, customs may review a return made without an export declaration using the refund application and import record plus a shipment document (물품송품장), the original seller’s return confirmation and proof of the money refunded. Above that value category, the table calls for the export declaration certificate. If you did not file one, ask customs how it classifies the value and your actual route; do not assume an online shop’s displayed price settles the category.
The guide also describes the underlying returned-goods condition: a personal-use item exported unchanged, after entry into a bonded area within six months of acceptance of the import declaration. That is not a general “apply for a refund within six months” instruction. The retrospective route for qualifying no-declaration exports applies to goods exported from January 1, 2022. Customs must assess whether your shipment and dates satisfy the current rule.
How can I connect the return to the original import?
Save the import declaration and original order identifying the item, the parcel’s actual shipment record, including the 물품송품장 document named by the guide, the original seller’s acknowledgment of that return, and the refund receipt or card reversal. Use the same order or item identifiers to show the chain from imported object to returned object to original seller. A label printed before dispatch proves neither export nor the seller’s receipt by itself; a card reversal alone does not show which imported item was returned.
If one link is missing, ask the seller or carrier for the corresponding record and ask the customs office which evidence it can examine. Ask customs whether a declaration or another procedure is still needed. The merchant refund does not establish an approved duty amount. The customs office decides the evidence and eligibility in the individual case.
