Identify what the item is before choosing a quarantine contact. Incheon Airport’s current quarantine hub separates animals and livestock products from plants. For a package with mixed or unclear ingredients, keep the label and ask quarantine to classify it before you travel. Packaging and price do not determine the route.
Start with the airport’s terminal-specific route
The airport currently lists animal and livestock-product import-quarantine contacts as 032-740-2671 for Terminal 1 and 032-740-2007 or 032-740-2021 for Terminal 2. Plant contacts are 032-740-2079 for Terminal 1 and 032-740-2002 or 032-740-2020 for Terminal 2.
Write down the product name, full ingredient list, country of origin, processing method, intended use, quantity, and arrival terminal. For a live plant or seed, add the species and whether it is intended for cultivation. For an animal product, identify the animal source and certificate you actually have.
Ask about the exact item, origin, certificate, and terminal before travel. A phone answer does not itself complete the declaration, inspection, or entry decision, and the page does not promise English service. If already in the arrival area and unable to call, declare the item and show its label and documents to a quarantine officer for inspection. Ask which branch handles it before leaving the controlled area. This starts the official review; it does not establish admission.
Match the certificate to the item’s branch
- Animal or livestock-product branch: the airport lists animals, meat and processed meat, animal-derived products, egg products, and dairy products as declaration subjects. Its English quarantine page says livestock products must come from an allowed country, have the exporting country’s quarantine certificate, and pass inspection.
- Plant branch: the airport lists live plants, fruit, vegetables, agricultural and forestry products, flowers, wood, and medicinal herbs for declaration and inspection. Seeds, seedlings, bulbs, and other material intended for cultivation require an exporting-country phytosanitary certificate.
The Korean page says heated or prepared plant foods such as kimchi and rice cake are outside plant inspection. That does not prove that every processed or packaged item is admissible: an item with animal ingredients or another controlled component can raise a different route.
For mixed or unclear goods, give those facts to the relevant quarantine contact and ask which branch controls the item. Do not split the description to obtain a preferred answer or assume that customs tax treatment decides quarantine classification.
Keep customs separate from quarantine
Quarantine and customs remain separate checks. Use the Korea customs declaration guide for the broader declaration and tax context, but do not use a duty result as quarantine clearance.
