If a bank, employer or school asks for proof of your registration in Korea, get the exact certificate name before opening Government24. Its foreigner-registration fact certificate proves a foreigner-registration record. Its separate domestic-residence report fact certificate is for an overseas Korean’s domestic-residence report. A request casually translated as “foreigner registration certificate” may mean either record—or something else the recipient needs—so confirm the Korean name with the recipient before applying.
Start with the record you actually hold
Look at the status and document named on your own registration or domestic-residence paperwork, then compare it with the recipient’s request. For example, if a clerk writes 외국인등록 사실증명 on a checklist, do not substitute 국내거소신고 사실증명 merely because both Government24 pages mention immigration offices. If the clerk instead requests a copy of a residence card, ask whether a fact certificate will be accepted; these are different objects. The mobile residence ID guide solves a phone-based credential problem, not this certificate choice.
The certificate also cannot settle a separate eligibility decision. Ask the recipient whether it needs a particular issue date, period, name spelling or language, and whether it accepts an electronic document or requires a paper copy. Those are recipient requirements, not facts that the Government24 listing alone determines.
If the online application stops at identity verification
Both official service pages list internet and in-person application. They say a person can apply for their own record online, while a representative cannot apply online. The pages also warn that even a nonmember application may still require a separate identity check. If your online flow fails, record the exact error and stop repeating the same phone or certificate method. Use the listed visit route through a local government service office or immigration office; confirm that the particular office receives your certificate application before traveling.
For an in-person self-application, the official pages list presentation of identification. A representative has a different document route, including authorization and identity evidence; call the office about the exact set for your case. Bring the recipient’s requested certificate name and the spelling it expects. A visit is a route to apply, not a guarantee that the office will issue a usable document or that the recipient will accept it.
The Government24 pages are application guidance, not a lookup of your personal record. They do not tell us whether you are registered, whether a former record is current, or which certificate a third party must accept. If your record type is unclear, ask the issuing immigration office or Government24 support before paying or submitting a request.
Official Government24 service pages checked September 29, 2026 KST. No account, identity verification or certificate application was tested.
