If someone asks for a Korean seal certificate (인감증명서), check two facts before choosing a channel: was your seal already registered, and will you or another person request the certificate? Government24’s issuance page concerns a person with a registered seal. It is not an instruction for first-time seal registration. A proxy may apply at a qualifying counter, but cannot apply online.
Build the document chain for the actual applicant
For a self-request, open the official page’s ID row that matches your record. It lists a foreign registration card or permanent resident card for a foreign applicant, and a domestic-residence report card for a foreign-national overseas Korean with that report. Do not substitute a passport simply because it is the document you use for travel. Ask the receiving counter which row applies if your status or card has changed.
For a general proxy request, the page adds three pieces: the proxy’s ID, the prescribed Form 13 power of attorney, and the principal’s ID. Check the current form and the office’s handling of originals before sending documents to a friend. Separate rows cover a minor, a person under guardianship and some people living overseas; those are not automatically handled by the ordinary proxy checklist. The recipient requesting the certificate may also require a particular purpose or recent issue date, so ask it before applying.
Choose the channel, then confirm the counter
Government24 lists internet and visit issuance, with online issuance free and visit issuance KRW 600. Those are published channel fees, not proof that your own foreign identity method, certificate purpose or online account can complete the transaction. If you cannot authenticate online, ask the relevant city, county, district or neighborhood office whether it can receive your specific request and which documents it will inspect. The service page itself says actual intake at a listed office must be confirmed.
If a proxy is going instead, send the official document checklist and the exact requested certificate name to that person, then have them confirm counter acceptance before travel. A successful document handoff still does not decide whether the bank, employer or other recipient will accept the certificate for its separate purpose.
