Start with the mode and operator, not a generic delay search
Seoul’s transport network does not have one English page that settles every subway, commuter-rail, airport-rail, bus and road disruption. A route may look like one subway journey in an app while different companies operate parts of it. The useful question is therefore not only “Is Seoul transit delayed?” but “Which route, station, direction and operator are affected?”

The Seoul Metropolitan Government public-transport page confirms that bus arrival information is available through bus-stop displays, TOPIS and map apps, and describes the city’s Seoul Subway app. It is useful setup guidance, not proof that a specific train or bus is running normally at this moment.
Use TOPIS when roads, buses or demonstrations are involved
The Korean TOPIS home screen places 사고 및 통제 (incidents and controls) near the top and separates accidents, breakdowns, construction, demonstrations, weather and fire. It also shows planned demonstrations and events. This matters because a bus delay may come from a road control rather than a problem with the vehicle or route itself.
- Open TOPIS and translate the page in the browser if needed.
- Check 사고 및 통제 for the road, district or incident near your route.
- Check 이번 주 집회/행사 when central Seoul roads or bus stops may be controlled.
- Open the exact bus route or stop in TOPIS, a bus-stop display, Naver Map or Kakao Map.
- If the ETA disappears, several buses bunch together or the stop is skipped, rebuild the entire route from the current stop.
The English TOPIS introduction explains that the city monitors transportation, disasters and security situations around the clock. The English interface is useful background, but the Korean live screen usually exposes the actionable incident categories more directly. Do not treat a blank translated panel as evidence that nothing is wrong.
For subway delays, confirm who operates the affected section
A line color is not enough to identify the operator. Parts of the metropolitan network are run by Seoul Metro, KORAIL, AREX and other operators. Through-running services can cross an operational boundary while passengers remain on what feels like one route. Read the station display or disruption notice for the company name, direction and affected segment.
For a Seoul Metro-operated section, check the official real-time train-operation page and the station’s display and announcements. The official page warns that its information may differ from actual train operation, so use it as one current signal rather than a guarantee. For an airport trip, use the AREX operator site as well as the departure board; a general Seoul Metro result does not decide an AREX disruption.
- Save the line number or name, station, direction and destination—not only a screenshot of the colored route.
- Distinguish a delayed train from a station skip, closed entrance, short-turn or complete suspension.
- Follow platform and station staff when their current instruction conflicts with an older app route.
- Check the final connection again after the operator announces recovery; trains and buses may remain uneven for a while.

Take a screenshot that includes the time, operator, line or route and affected section. A cropped sentence saying only “delay” is hard to interpret later and may not help when you ask staff or an employer what happened.
If the delay starts while you are already moving
- Stop before entering a crowded platform, closed gate or bus queue that you may need to leave again.
- Confirm the affected section and direction on the operator notice or station display.
- Recalculate from your current location to the final destination—not just to the next transfer.
- Prefer a staffed, familiar transfer over a complicated shortcut when carrying luggage or traveling late.
- Tell a hotel, clinic, venue or companion that you are delayed and share the new arrival estimate.
- Check the route once more after the first alternative leg because disruption can shift passenger loads elsewhere.
A taxi is not automatically the fastest backup. The same demonstration, collision, flood control or event traffic that delays a bus can block road pickup. Walk away from a controlled road or dense station exit only when staff directions and the map show a safe, legal pickup point.
Rebuild the whole trip when the destination has a deadline
For an airport, medical appointment, ticketed event or last train, compare arrival time rather than only travel time. Include the walk to a different station, platform transfer, wait for the replacement service and the final walk. If the alternative still relies on the disrupted corridor, it is not a real backup.
- Airport: check AREX, airport bus and a road route before committing to one replacement.
- Concert: verify both the venue arrival and the post-show return; use the Seoul concert transport alert page for event-specific controls.
- Ordinary subway trip: use the Korea subway apps guide to rebuild the route with the correct exit.
- Late return: keep enough balance and battery for a bus, different station or taxi-app backup.
A delay certificate proves a past delay, not current service
Seoul Metro’s official Ttota24 chatbot includes a 간편지연증명서 (simple delay certificate) option. That can help document an eligible past delay on the operator’s covered service. It is not a live status board, does not cover every company automatically and does not prove why you personally arrived late.
Use the live operator source to decide what to do now. Use the certificate route later if an employer, school or appointment asks for evidence. Confirm the covered date, line, delay band and operator instead of assuming one certificate applies to the entire Seoul metropolitan network.
If every app looks normal but the platform does not
Trust the immediate safety instruction and ask station staff. Live data, translation layers and route planners can update at different speeds. A missing alert may mean no disruption, but it can also mean the event is new, local, outside that operator’s feed or not yet translated.
Show staff the Korean destination and ask 이 열차가 지금 정상 운행하나요? (Is this train operating normally now?) or 어디에서 갈아타야 하나요? (Where should I transfer?). For a bus, show the route number and stop name rather than an English place name alone.
Questions travelers ask during a Seoul delay
Is Naver Map or Google Maps enough to confirm a disruption?
Use a route app to rebuild the journey, but use TOPIS, the responsible operator and station or bus-stop information to understand the disruption. No single map app is the official source for every Seoul transport operator.
How long should I wait before changing routes?
There is no safe universal number. If the operator announces suspension, skip-stop service or an unknown recovery time and your destination has a deadline, start comparing a different corridor immediately. If a short delay has a clear recovery estimate, compare that estimate with the full replacement trip.
Can 120 or 1330 check the route in English?
The Seoul city page lists 120 for city information and 1330 for travel assistance. They can help with routing or language, but station staff and the responsible operator remain the primary source for immediate operation and safety instructions.
Does no official alert mean service is normal?
No. It means you have not found a current official alert in the source you checked. Confirm the timestamp, exact route and operator, then compare the physical station or stop information.
